New 64 bit libjbigi (ticket #2503), update 32 bit jbigi

With GMP 6.1.2 and Android NDK r19c
From i2p.i2p/core/c/jbigi:
TARGET=android BITS=64 mbuild_all.sh
TARGET=android BITS=32 mbuild_all.sh
Both tested on phones.
Note lib/client/src/main/jniLibs/build.sh is broken
